Webconference License Models
Departments need to choose from the following subscription licensing models for its web conferencing solution: Concurrent User License or Named User License. There are advantages and disadvantages to both models, depending on the specific needs of any particular department or agency.
Concurrent User
Under this licensing model, the State may acquire non-assigned floating seats for the contract term. Because the seat does not belong to a specific individual, a State agency may transfer the seat to any employee depending on need. Pricing is based on a twelve-month term of service. Agency can elect to be billed monthly or annually.

Named User:
Under this licensing model, the State acquires licenses assigned to specific State employees. Each Named User License automatically includes 50 Attendee Licenses which are transferable depending on whom the Named User would like to invite to the session. Importantly, Attendees can only join a session, not initiate a session. A State Agency can make one (1) Named User transfer provided it is within the first six months of the agreement term to accommodate employment and role changes. Pricing is based on a twelve-month term of service. Agency can elect to be billed monthly or annually. Agencies or departments that wish to exert more control of the use of the Web conferencing tool for management and/or budgetary reasons may want to select a Named User License. In this model, only specifically identified users may lead a session. In the case of Named User Licenses, we more often recommend this model for agencies that can readily identify its “power users” that will lead or initiate web conferencing events. The burden of managing the Named Users within your iLinc instance does fall upon your resources.

Choosing a Pricing Model
The advantage of using Web Conferencing for meetings is that travel costs to and from meetings, including mileage reimbursement, fleet expenditures and “lost time” while staff are travelling is eliminated. In addition, because the meeting occurs at each participant’s desk, there is no need to arrange for space to meet. Departments can easily set up a meeting using the product’s administrative tools and know who can and actually does participate in each meeting. A meeting where 10 people have to travel some distance to attend can be both expensive and time consuming to arrange.
Departments that only occasionally hold meetings and know who would normally be calling a meeting should consider the Named User model. It is the least expensive because each named user license includes the flexibility to “invite” up to 50 participants, and those participants can be anyone. The named licenses can only be transferred to a different employee once after acquisition, so departments should think about who is most likely to use the license before proceeding.
The concurrent user license is most appropriate for departments that expect to use the web conferencing service a lot because it provides the most flexibility. While the initial cost may appear to be high, so too is the cost of having a lot of in person meetings that require travel and other expenses.
Bursting Fee
If any particular meeting includes more participants than a department is currently licensed for, a bursting fee of $.20 per minute per user will be applied. You won’t have participants locked out of participating. If the number of participants consistently exceeds the number of licenses, the department will need to purchase more licenses. Departments will also have the ability to switch from a Named License scheme to a Concurrent License scheme as their needs change.
