Web Content Management System (WCMS)

Start a Website Project

Web hosting is available through DII for all state and quasi-state entities, including boards and councils via the Web Content Management System (WCMS) with no direct cost. This is possible because the WCMS is a product of the Web Portal Project, a self-funded project to promote eGovernment in Vermont.

New Websites

As a part of the rethinking of the states Web presence new guidelines have been put in place to expedite Website implementation. The Web Services Office and the Chief Marketing Officer have collaborated to develop a new standard state Website template. The template has several design features that will assist state entities in organizing their content and providing quick and easy access to high demand content. The standard template will continue to be developed with new features being added regularly. The benefit of this new method of website design is that it allows new sites to be prepared for use very quickly. It also provides a standardized interface from one site to another. Website Functional Design

Another change in how Websites are deployed is a new source of assistance for entities redesigning their site structure. A significant lesson learned in Website design relates to how a Websites structure is created. It is often difficult for staff inside an organization to ignore their intimate knowledge of their work and see it as outsiders do. Because of this it almost always results in a better final product if someone from outside the organization participates in the design process. To this end the state has entered into a contract with a number of firms who can help with this process.

Self-Funded System

A "self-funded" system does not mean people will be paying twice for transactions conducted online. If we look at the options for obtaining state services all have some kind of cost. A trip to a state office to do business with the state in person will cost you whatever travel time is required to reach the office plus the cost of transportation to reach the office. Not all online transactions will require a fee. Those that do will carry a fee that will probably be comparable to a gallon of gas. Again, most fees of this sort will be generated by businesses that will receive value added service that is not currently available online or off.

Web Content Management System (WCMS)

The WCMS is a software installation that allows regular staff to have direct control over their Web content. The system was designed for ease of use. With minimal training anyone with basic computer skills can begin editing Web content within a few hours. The system is robust enough to host all state Websites and provides disaster recovery and continuity of operations for the states Web sites.

Oversight

The Web Portal Project is overseen by the Web Portal Board. In 2006 the legislature passed Act 891. This act authorized the formation of the Web Portal Board whose responsibility is to approve convenience fees on the new portal and provide oversight in general.
